Numerical evidence shows that the observed HF activity in the TFR tokamak cannot be explained in terms of a current-driven ion-cyclotron electrostatic instability, as was put forward. An explanation in terms of a drift instability, whose onset is made possible by toroidal effects, is proposed. The results of the numerical evaluation of the corresponding dispersion relation agree very well with the experimental observations.
