In June 1970 the International Atomic Energy Agency convened a panel of leading scientists to consider the topic of International Co-operation in Controlled Nuclear Fusion Research and its Application. The members of the panel were: Academician L. A. Artsimovich (USSR), Dr. C. M. Braams (Netherlands), Dr. B. Brunelli (Italy), Dr. G. von Gierke (FRG), Dr. R.W. Gould (USA), Dr. P. Hubert (France), Dr. B. Lehnert (Sweden), Dr. R. S. Pease (UK), Dr. K. Uo (Japan), and Dr. C. N. Watson-Munro (Australia). Dr. von Gierke could not take part in the entire meeting and was replaced by Dr. D. Pfirsch (FRG).
