Reply to 'Comments by W.N. Hugrass on the paper by N.J. Fisch, T. Watanabe "Field reversal by rotating waves" (Nucl. Fusion 22 (1982) 423)'

The comments by Hugrass certainly raise many issues and, although we could not follow all his arguments, we will try to do our best to reply. In our paper we investigated the point of view adopted in several fine papers by Hugrass and others that electrons in the presence of rotating magnetic fields Bθ behave as though tied to the field lines and rotate synchronously so long as the rotation frequency ω is small compared with the cyclotron frequency eBθ/m. The difficulty with this picture, we thought, was that the strong axial magnetic field should affect the electron motion.
