A new theoretical approach to plasma transport in tokamaks is proposed which takes into account the marginally stochastic behaviour of both ions and electrons in a magnetic configuration with broken symmetry. Magnetic noise is damped by electrons and is pumped up by ions via electrostatic fluctuations. The transport resulting from such a mechanism displays a parametric dependence of the L- and H-modes of plasma confinement.
