The future of RF heating and RF stabilization of a plasma, particularly in toroidal devices, depends strongly on the possibility of excluding any insulating material round the plasma. The paper describes various metallic liners which are transparent to the RF field, are bakeable, can be cooled, have a high Q value and can be located between the RF coil and the vacuum wall. Calculations and experiments made in the absence of plasma are discussed.
