A collisionless drift-type instability is predicted for plasma parameters pertinent to a tokamak edge with steep density gradient. A finite electron collision frequency is not essential for the instability. The growth rate and anomalous diffusivity both exhibit a favourable isotope effect (decrease with the atomic number A of hydrogen isotopes).
