We propose a new theoretical approach to microwave reflectometry in tokamaks, by retaining the temporal wave dependence. This is a full wave description of wave propagation in a time varying and inhomogeneous medium, where the usual Born approximation is avoided. Explicit expressions for the frequency shift suffered by the reflected wave and for the reflectometric phase signal at the plasma boundary are obtained, which depend on the spectral properties of the background plasma turbulence.
