The reconciliation between the requirement of ballooning stability and atomic physics processes at the plasma edge implies a constraint on the maximum attainable plasma density there. It is shown that because of the deterioration in particle confinement the density profile cannot adjust itself to provide for ballooning stability at the plasma edge. The density limit derived here is predominantly determined by the intensity of recycling.
