Reduced activation ferritic/martensitic (RAFM) steels for fusion reactors are fundamentally limited by the strength-ductility trade-off and irradiation damage. Here, we show that electropulsing treatment (EPT) overcomes this trade-off by simultaneously enhancing ultimate tensile strength (+13.3%) and fracture elongation (+25.0%) via athermal effects. EPT alters dislocation multiplication from an exponential to a linear regime during deformation, sustaining strain-hardening and delaying plastic instability. Meanwhile, EPT-induced grain refinement and boundary transitions provide complementary strengthening, which well offsets dislocation annihilation. Moreover, low-temperature EPT mitigates irradiation damage by annihilating 83.5% of irradiation loops and 26.5% of helium bubbles through EPT-induced dislocation sweeping and bubble dissociation, which eventually recovers 75.6% of irradiation hardening. Unlike post-irradiation annealing, EPT repairs irradiation damage while avoiding deleterious microstructural side effects. This work highlights EPT as an effective strategy for microstructural tailoring and damage mitigation in advanced nuclear materials.
