The authors consider the influence of kinetic effects on wave propagation in an inhomogeneous plasma. It is shown that effects such as phase focusing of particles by an inhomogeneity, perturbation transfer by resonance electrons and echo phenomena can lead to a substantial increase in plasma transparency.
