The H-mode in CCT can be obtained in a wide range of densities due to advanced titanium hydride based recycling control. In this paper we study the radial particle barrier associated by the rotational E layer. The m=1 and the n=0 toroidal mode is used for the analysis. Mach probe (a two sided Langmuir probe) and poloidal rake probe data along with reflectometer data have been used to define the flow properties of the layer. The experimental results (including recent lower hybrid heating experiments) indicate that a nearly absolute particle barrier is achieved. The low frequency fluctuations found in ohmic discharges are eliminated in H-mode discharges due to "rotational averaging" in the interior and "scraping/shaving" of the fluid boundary at the separatrix.
