By considering the effect of a strongly sheared radial electric field on particle orbits in a quasilinear theory of anomalous plasma transport formulated in action-angle variables, it is shown that the phase space for wave-particle interactions is reduced by the sheared field and thus may explain the suppression of transport occurring at the L-H transition.
