The Intor Workshop convened the efforts of the international fusion community to define the objectives and characteristics of the next device beyond the next generation of large tokamaks in the world tokamak programme to operate about 1990 and to assess the technical and scientific feasibility of that device. Specifically, programmatic and technical objectives were defined, the plasma physics and technical data bases were assessed, the major R and D needs were identified, and the physical parameters of a device that would be consistent with the objectives and the data base assessment were suggested.
