The fraction of electrical power re-circulated is shown to be of crucial importance in assessing the credibility of fusion systems as commercial reactors, and it is advocated that should replace the more commonly used criterion Q, the energy amplification in the fusion reactor itself. Both unit costs and thermal pollution are shown to scale as (constant + )/(1-) and the dire consequences of high -values are quantitatively demonstrated.
