The paper investigates the interaction of a low-frequency electromagnetic field with a plane-non-isothermal plasma layer (Te ≫ Ti) in the one-dimensional case, where the frequency of the field is much less than the ion Langmuir frequency. Using the effective ion collision frequency, the perturbed plasma parameters are determined in a single-fluid hydrodynamic approximation. By averaging the equations of motion, an expression is derived for the averaged potential and averaged force under conditions of strong spatial dispersion, taking into account ion collisions.
