The parametric decay of an electromagnetic wave into an ion-acoustic wave and a heavily-damped Langmuir mode in a plasma is studied. The instability is not localized to the critical density region but can occur in sub-critical density regions where kl lambda De>or approximately=1. The instability increases absorption and production of fast electrons in the plasma and will compete with other processes such as filamentation and simulated Brillouin scattering.
