Edge localized modes may be a Kelvin-Helmholtz instability caused by the sheared rotation of H-mode plasmas. The Kelvin-Helmholtz instability is stabilized by coupling to Alfven waves. There is a critical velocity gradient, of the order of the Alfven velocity divided by the magnetic shear length. This is verified in a numerical simulation. The critical velocity shear is consistent with experiment. A nonlinear simulation shows how the Kelvin-Helmholtz mode can cause oscillations of the velocity profile
