The stability of a uniformly rotating cylindrical plasma-configuration in dynamical equilibrium with a surrounding uniformly rotating gas is investigated by the method of small perturbations. Neglecting dissipation mechanisms and assuming a sheet current for the plasma, it is shown that the system is dynamically stable if at the boundary the rotational energy density of the exterior gas is greater than, or at least equal to, the sum of the rotational energy density of the plama and the energy density of the azimuthal magnetic field. Stability may be obtained up to extremely high currents for large angular velocities and large mass densities of the exterior medium. Beyond the stability condition the system is dynamically unstable. The dispersion of the instabilities is discussed.
