The gyrokinetic formalism for linear electromagnetic waves of arbitrary frequency in general magnetic field configurations is extended to include full relativistic effects. The derivation employs the small adiabaticity parameter rho /L0 where rho is the Larmor radius and L0 the equilibrium scale length. The effects of the plasma and magnetic field inhomogeneities and finite Larmor radii effects are also contained.
