We set forth the theory of transfer phenomena across a continuous magnetic field in a plasma. An important new feature is the inclusion of the interaction of plasma particles with longitudinal oscillations. It is shown that for sufficiently large ratios of electron to ion temperatures the effect of the interaction of particles with plasma oscillations leads to a significant modification of the transfer coefficients. Conditions of applicability have been revealed which, first, lead to the possibility of using perturbation theory by means of a parameter defining the magnitude of the interaction of plasma particles, second, lead to the bounding, of the plasma with not-too-large magnetic fields such that, they exert practically no effect on the interaction and, thirdly, lead to the ordinary condition of expansion in inverse powers of the magnetic field corresponding to the fact that the frequency of collisions is small in comparison with the Larmor frequency.
