Alternate form of model like particle collision operator

A self-adjoint velocity space divergence form for a new model like particle collision operator is shown to exist that preserves all the conservation properties of the full linearized Fökker–Planck collision operator and from which the entropy can be easily seen to not decrease. A Monte Carlo prescription is developed for particle-in-cell codes.
