Specifications of various kinds were an essential part of the basis for successful multinational collaboration in the LCT. As a basis for understanding the descriptions of the coils and the facility, as well as the results of specific tests that appear in the following sections, the various specifications are outlined here in section 2.To ensure compatibility while encouraging originality, LCT participants adopted coil specifications that defined performance requirements and certain critical dimensions but left choices of conductor, winding, and structural and thermal design to each design team. Specifications of the test facility that had to be constructed included provision of the services required for each coil; among these, the helium coolant and the diagnostic signal conditioning were particularly critical.Specification of the scope of the test program received extensive discussion before final agreement was reached among the LCT participants. The sequence of tests and the procedures for each test were also discussed and agreed upon at appropriate levels of the management structure that was worked out early in the implementation of the LCT (see section 9).
