A local dispersion relation is derived for the toroidal ion temperature gradient mode, retaining full drift resonance effects but assuming small ion Larmor radius and fluid-like parallel ion response. The dispersion relation is analysed for marginal stability, in the limit of flat density profiles, to obtain the critical ion temperature gradient length. The relation between these results and anomalous transport in tokamaks in the L-and H-modes is discussed
