AbstractFusion reactors have inherent safety advantages, but also have sources of potential hazards to cause undue radiation exposure to the public and site personnel if the reliability of engineered measures is not adequate. In order to avoid realization of potential hazards of nuclear facilities, the safety regulation of design, construction and operation is implemented through governmental licenses. The International Thermonuclear Experimental Reactor, whose engineering design activity is ongoing will be the first challenge to demonstrating licensable fusion reactor safety. From the view point of licensable safety, this paper reviews prospective safety principles, safety requirements, issues in ensuring reliability and necessary research and development for fusion reactors.
核融合炉は固有の安全上の利点を有するが、工学的措置の信頼性が十分でない場合、公衆及びサイト要員への過度の放射線被ばくをもたらす潜在的な危険源も有する。原子力施設の潜在的な危険の顕在化を回避するため、設計、建設及び運転に関する安全規制が政府の許認可を通じて実施される。国際熱核融合実験炉は、その工学設計活動が進行中であり、核融合炉の許認可可能な安全性を実証する最初の挑戦となるであろう。許認可可能な安全性の観点から、本論文は核融合炉のための安全原則、安全要件、信頼性確保における課題、ならびに必要な研究開発について展望する。
