The non-linear two-stream problem-a new approach

A water-bag model is used to discuss the case of a weakly unstable two-stream plasma. A possible saturation mechanism of the linear instability is identified. A method for incorporating, into the theory, a basic feature revealed by numerical simulations, namely that the water-bag contours distort and become multi-valued (overtaking), is discussed.
